The new Italian D.L. on national cyber security

The recent “Decreto Legge” 21 September 2019 no. 105, containing the urgent provisions on the cybernetic national security perimeter came into force on 22 September.
The decree defines the s.c. "Cyber-national security perimeter": infrastructures (and IT tools) considered at risk and worthy of a high level of security and protection.
The rule explicitly refers to the IT services of public administrations, public and private national bodies and operators on which the exercise of an essential function of the State, or the provision of an essential service, depends.
These subjects, in addition to having to comply with the provisions of the decree, must annually draw up a detailed list of the systems and services that can be considered "vulnerable".
The text also refers to a process of "certification" of the IT tools to be used, in order to guarantee a widespread level of security in every area, as well as certification and testing schemes necessary for this task.
Lastly, crimes related to the non-fulfillment of the obligations of drawing up the aforementioned list, updating, notification of incidents, non-compliance with safety measures, use of products and services in violation of these rules or which do not have passed the safety tests and, in general, in case of lack of collaboration.
