The Decree on contract notices has been published in the Official Gazette

The Decree by the Ministry of Transport of 2nd December 2016 has been published in the Official Gazette no. 20 of last 25th January, with retroactive efficacy to 1st January 2017. In accordance with article 73, paragraph 4, of Legislative Decree no. 50/2016, the said Decree defines the general directions for publication of invitations and contract notices, so as to guarantee the certainty of the date of publication and an adequate level of transparency.
Contracting authorities and central purchasing bodies will publish invitations and contract notices on the platform to be developed by the Italian National Anti-Corruption Authority.
Such publication will: (i) be made by the sixth working day after receipt of the documentation by the Authority; (ii) indicate the date from which the time limits for submission of tenders are to be calculated.
Moreover, the Decree confirms the obligation of publishing the extract of notices in newspapers. Depending on the amount of the procurement, the publication will be made: (i) in at least one of the main national newspapers and in at least one of the main local newspapers of the place where contracts are to be executed, as far as invitations and notices related to public procurements of works and concessions below EU threshold are concerned; (ii) in at least two of the main national newspapers and in at least two of the main local newspapers of the place where contracts are to be executed, as far as invitations and notices related to public procurements of works, services and supplies above EU threshold are concerned.
